Chairman
Low Choong Yen started off work in the construction field as a site supervisor in 1969, working mostly in water supply schemes. He moved to Singapore in 1979 and worked there a few years, gaining much experience in the construction of bridges and foundation works.
He has vast experience in the construction of structures; bridges, treatment plants, dams, silos , water intakes and marine jetties.
Ir. A T Toong
Managing Director
Ir AT Toong holds a Bachelor and Master degrees in Civil Engineering. He is an IEM member and is registered as a Professional Engineer with the Board of Engineers Malaysia (IEM).
He has worked in various capacities in the government, consulting and contracting firms prior to establishing PMSB.
His experience and knowledge in value engineering design and project management enables PMSB to provide clients with cost effective and quality finished projects.

Ir. Robert Thian
Executive Director
Ir Robert Thian is a registered Professional Engineer.
Robert Thian is experienced in both design and construction works. His career spans 30 years, with 14 years spent as both a designer and resident engineer with some of the industries most respected firms like Watson Hawkley Asia and Sepakat Setia Perunding.
He has extensive experience in both civil and building projects and is highly skilled in management of large scale projects.
Stuart Chong
Head Business Development
Stuart Chong is an engineer by qualification and profession.
Stuart Chong has many years of experience in technical and business development in various fields of engineering. His experience ranges from quality control, development of autoclaving for spun piles, precast technology, steel sheet piles and steel pipe production and in implementation of construction projects.
He is responsible for preparing business reports to the Board of Directors and Projections on Sustainable growth of Business Units.
Ir. Lau Ah Leng
Design Engineer
Ir. Lau is responsible for technical and design aspect and activities of the firm. Lau has over 30 years experience in design, and his focus is on hydraulic structures, water supply schemes, foundation and structural works.
His responsibilities includes preconstruction analysis, conceptual design and design of temporary and permanent works. He is also a member of the following: Inst. of Structural Engineers, UK (MIStructE), The Chartered Institution of Water and Environmental Management (MIWEM), Inst. Of Civil Engineers, UK (MICE) and IEM.
Ir. Ronan Chong
Technical Advisor
Ir. Ronan Chong is responsible for the design aspect and technical support of construction activities of the firm. Ronan has over 23 years experience in feasibility study, design, analysis, construction planning, cost estimate and technical support of construction works.
His focus is on heavy structures such as bridge and viaduct, underground tunnel, hydraulic structure, port and jetty, foundation and related works.
His responsibilities includes preconstruction analysis, conceptual design, value engineering, design of temporary and permanent works.
He is also member of the following: Inst. Of Structural Engineers, Malaysia (MIEM), Board of Engineers Malaysia (BEM), Association of Consulting Engineers Malaysia ACEM (ACEM).
